Invitation

The Chinese Chess Association under the auspices of the Asian Chess Federation (ACF) and the International Chess Federation (FIDE), is honored to invite all National Chess Federations from Zone 3.3 and Zone 3.5 to participate in the 10th Eastern Asia Youth Chess Championships to be organized in Hainan, China from 20th August (arrival) to 30th August (departure) 2026.

General Rules & Regulations

The Championships shall be governed by the General Regulations for FIDE Competitions and the Laws of Chess.

1. Participation

1.1. Entitled to participate are chess players from all chess federations from Zone 3.3 & 3.5. The participant must not have reached the respective ages before 1st January 2026.

1.2. There will be 12 groups, in cases where there are fewer than ten players and five federations in an age group, that group shall be merged with another age group. Please check the chart below:

Under 12 Open / Girls Born on or after 1st January 2014
Under 14 Open / Girls Born on or after 1st January 2012
Under 16 Open / Girls Born on or after 1st January 2010
Under 18 Open / Girls Born on or after 1st January 2008

1.3. Each federation can register only one (1) official player in each group. Free board and lodging will be provided on double room sharing basis.

1.4. Each federation may register an unlimited number of additional players. These participants are subject to payment of the entry fee, registration fee and fees for full board/lodging to the Organizing Committee.

1.5. Registration is available only through the national federations. Individual registrations will not be accepted. All participants need to have FIDE ID (FIN) for registration.

1.6. No substitution from other groups can be made in case there is no official player in any group. One Head of delegation per federation is allowed to participate, and their accommodation & board are covered by the organizer.

1.7. For safety reasons, all players, accompanying persons, coaches and captains are required to stay in the Official Hotel and shall make reservations through the Organizing Committee.

1.8. The organizers advise all players and accompanying persons to buy personal insurance.

2. Financial Regulations

2.1. The Entry Fee is USD 75 for official players and USD 150 for additional players. This must be paid before 1st August 2026. After the deadline of 1st August 2026, the surcharge for late entries of USD 50 per person shall be applicable.

2.2. Registration Fee: According to the regulations all players and accompanying persons must pay a registration fee of USD 110 to the organizer.

2.3. Payment deadline for hotel is August 1st, 2026. 100% full payment for the hotel accommodation shall be transferred to organizers before the deadline. Incomplete registrations will not be accepted. All those federations who have difficulties concerning this requirement please contact the organizing committee for advice.

2.4. All payments shall be transferred to the following bank account:

All bank charges are to be paid by the sender.

2.5. Payment must be completed upon arrival. Participants will not be included in the pairings until they have paid all the costs of the accommodation and tournament fees.

2.6. The travelling costs of all participants must be paid by themselves or by their National Chess Federations.

3. Playing Venue & Official Hotel

New Century Resort Chess Bay , Hainan (海南棋子湾开元度假村 酒店英文名称)

3.1. The playing venue shall be at the Ballroom in the New Century Resort Chess Bay, Hainan. All participants and all accompanying persons are required to lodge at the official Hotel, booked through the organizers. Another hotel might be offered if necessary. The official hotel is within walking distance.

3.2. All twelve (12) Official players and one (1) Head of Delegation per country are entitled to free board and lodging starting from 20th August (after 14.00) to 30th August (before noon) at the Official Hotel in double or triple rooms. Room upgrades shall be charged extra. Room arrangements will be made on first-come first-served basis. Early check in and late departure is covered by the participants.

3.3. All additional players and all other accompanying persons should pay the cost for board and lodging (with breakfast, lunch & dinner) per person per day as given below. If the specified room type is not available when organizer receives payment, the organizer reserves the right to modify the room type according to availability.

3.4. Hotel fees are as below: (per person/whole event – 10 nights)

PLEASE NOTE: Full payment is required for the whole event. Late arrival or early departure NO discount.

4. Format of Play

4.1. The tournament will be conducted using Swiss System of 9 rounds for Standard & Blitz and 7 rounds for Rapid, using the Swiss Manager Program for pairing and shall be in accordance with the Playing Rules of FIDE.

4.2. Time control:

  • Standard game is in 90 minutes plus 30 seconds increment per move starting from move one (1).
  • Rapid game is in 15 minutes with an increment of 5 seconds per move
  • Blitz game is in 5 minutes with an increment of 3 seconds per move.

4.3. Players who arrive 30 minutes after the announcement of the start of the games shall lose by default in Standard games. Rapid and Blitz games - game lost when time runs out for the player.

5. Tie-break System

The final ranking of the players will be determined according to the number of points obtained. If at the end of the tournament, two or more players are tied, the tie shall be broken by the tiebreak systems in the following order:

a) Direct Encounter

b) Buchholz Cut 1

c) Buchholz Cut 2

d) Greater Number of Wins (forfeits and byes counted)

e) Sonneborn-Berger

7. Trophies, medals & certificates

7.1. Trophies, medals and certificates will be awarded to the Champion in each category of Standard, Rapid and Blitz games. Medals and certificates will be awarded to the 2-10 places in each category of Standard, Rapid and Blitz games

7.2. Three best federations, by ranking of medals collected in all groups in Standard Chess, will receive a trophy. For ranking, the number of gold medals will be considered first, and if there is a tie, then the number of silver medals, and if there is still a tie, then the number of bronze medals. If finally, this is still tied, then the total number of medal winners in Standard, Rapid and Blitz applies.

7.3. Team medals will be awarded per category based on the total score of the top three players of a federation. Federations with fewer than 3 players will not be eligible for a team award. In case of any tie, the tie-break scores of each player shall be considered.

7.4. Certificates of participation will be presented to all players, FIDE accredited trainers, managers, and the appointed Technical Officials.

8. Title Awards

8.1. Direct titles shall be awarded for Standard Chess in accordance with FIDE handbook https://handbook.fide.com/chapter/B01DirectTitles2024

9. Technical Delegate, Chief Arbiter and Appeals Committee

9.1. The Asian Chess Federation President will appoint the Technical Delegate and the Chief Arbiter, as well as the necessary assistant arbiters and other officials.

9.2. The Chairman of the Appeals Committee shall be nominated by the Asian Chess Federation President. The Committee shall be composed of one chairman and two members and two reserves, all from different federations, chosen from among the representatives of national federations present.

9.3. Protests, including appeals against decisions of the Chief Arbiter or his assistants, must be submitted in writing to the Chairman of the Appeals Committee within thirty (30) minutes after completion of the relevant playing session.

9.4. Each protest shall be submitted in writing with an accompanying fee of USD 100 or its equivalent in local currency. If the protest is upheld, the protest fee will be returned otherwise it shall be forfeited to the Organizing Federation.

9.5. The decision of the Appeals Committee is final, binding and takes effect immediately.

9.6. No protests will be entertained in Blitz Games or Rapid Games where the decision of the Chief Arbiter will be final.

9.7. The Chief Arbiter may, in consultation with the Asian Chess Federation, issue additional written regulations to take care of other details not covered by these regulations.

10. Visa

Those who need visas must submit their information no later than 1st July 2026. Invitations shall be issued only after all the payments are made. Organizers will not bear responsibility for visas of the late entries or in case the Ministry of foreign affairs does not provide the visa support.

11. Transfer Information

Organizers shall provide airport transfers for the registered participants from Haikou Meilan International Airport or Sanya Phoenix International Airport to the Official Hotel, and from the Official Hotel to the airport.

Therefore, all participants are required to send their flight details of arrivals and departures to Organizers before 10th August 2026 to provide transfer service. Otherwise, organizers will not bear any responsibility for the transfers.
